A running subagent can be steered, not only stopped
- Delegated subagent work is a blocking loop over a private transcript, so while the parent waited on it a steer had nowhere to land and a subagent going the wrong way could only be killed
- Steers now reach the live subagent and are injected before its next model call, so the model reads the redirect as new context instead of as a tool result
- The steering note flips from pending to applied once delivered, and only inside the conversation that owns it

Agent Chat states whether a turn answers or acts
- The pane header carries a segmented Chat / Agent control; Chat answers without touching the workspace, Agent runs the tool loop
- Plan and Debug stay reachable as acting sub-modes and surface as a suffix inside the Agent tab, so selecting Agent from Plan no longer silently demotes it to plain Agent
- The suffix is visual-only, so it is folded into the tab's accessibility label; the mode label drops out at narrow widths so the trailing dock icons keep their hit targets
